The grand opening of the pedestrian and cycle bridge is called off when another builder disappears into the depths of the Vistula. An infrastructure patrol arrives on the scene: a special unit of the town hall, circling the city in a red bus, putting out fires at construction sites, cultural institutions and wherever unexplained phenomena interfere with modernisation. At the bottom of the Vistula, the patrol finds an 18th-century time capsule with a wig and the diary of a serial seducer entitled 'Wine, Women and Sin' containing phallic symbols and a description of Casanova's Warsaw love. When the diary is stolen by a secret society based in the basement of Baranow, the patrol sets off in pursuit of the madmen who want to use love spells to regain power and, in order to read them, kidnap the only love magician, tarotist and antreprener in Poland - Burdeltata. Will he manage to unravel the mystery of Casanova's love and discover who the mysterious Varsovian woman was?
